This user guide accompanies a web-based “Systemic Risk Assessment Tool” developed as part of the project “Decision Support Systems for Resilient Strategic Transport Networks in Low Income Countries” focussing on Kenya, Tanzania, Uganda and Zambia. Building on previous outputs (WP1: Scenarios and Interventions; WP2: Data review; WP3: Risk and resilience analysis; and WP4: Sustainability indicators and tool development), the web-based assessment tool (WP5) presents the results of data collection and risk and resilience analysis, enabling exploration of flood risks to long-distance land transport networks and systematic prioritisation or initial screening of adaptation options, leading to an indicator-based multi-criteria sustainability assessment tool which supports project or programme-level appraisal according to a set of sustainability indicators. The tool is available at https://eastafrica.infrastructureresilience.org.
