The Department for International Development (DFID), the United Kingdom’s international aid agency, has begun a five-year research programme on high-volume transport (HVT), a term closely related to sustainable transport. The first phase of that programme is to assess the existing state of knowledge of HVT, which will inform the second phase of research in the programme. This report details the work conducted by the urban transport theme of the HVT programme. The first objective of this work is to develop a better understanding of what we know about HVT measures within urban transport, including the structures and capacities that enable HVT measures to be implemented. The second objective is to better understand the existing capacities in two lower-income regions, Africa and South Asia, and identify measures and capacity improvements useful for HVT measure implementation in these places. The final products for this work are a report, capacity-building guidance, and two papers submitted to peer-reviewed academic journals.
